Legal and Institutional Framework
The NASDC has been established by the Council at its 325th meeting held on 30.07.2022 under the Enhancing Governance, Management and Reform in Sri Lankan Universities through Non Academic Staff Training: ENACT, an Erasmus+ Capacity Building in the Field gf Higher Education Program. The NASDC operates under the policies and regulations of the Eastern University, Sri Lanka. It is subject to the rules governing staff training and development, as outlined in institutional and national guidelines
Purpose and Vision
The Non-Academic Staff Development Cell (NASDC) aims to enhance the professional skills,
performance, and overall capacity of non-academic staff members. It strives to foster a
culture of continuous learning and development, aligning the personal growth of nonacademic staff with the institution’s strategic goals.
Governance and Collaboration
The primary objectives of the NASDC are:
- To identify the training and development needs of non-academic staff.
- To design and deliver professional development courses, programs, workshops, and seminars.
- To foster leadership, teamwork, and technical skills among staff while promoting strategies for effective work-life integration.
- To facilitate career progression and satisfaction within the institution.
- To promote inclusivity and ethical practices in the workplace.
Scope of Operations
The NASDC shall:
- Cater to the professional development needs of all non-academic staff (Executive, Management and Allied Grades, Technical, and minor grades) of the university.
- Develop annual training plans based on needs assessments and institutional priorities.
- Collaborate with internal and external trainers, consultants, and institutions.
- Evaluate the effectiveness of training programs and modify them accordingly.
- Maintain records of all staff training and professional development activities.

Responsibilities
The NASDC is responsible for:
- Conducting regular training needs assessments.
- Making suggestions to Program Committee on training curriculum, training programs, workshops.
- Coordinating with departments to align training with institutional goals.
- Reporting on activities and outcomes to the Program Committee, annually.
Composition of sub-committee
- Director/ Staff Development Centre – Chairperson
- Program Manager – Secretary & Member
- Coordinator/ NASDC – Member
- Deputy Registrar/ Non-academic Establishments – Member
Funding and Resources
The cell’s activities shall be funded through:
- Annual UGC allocation for SDC.
- Grants and sponsorships from external organizations.
Resources
- The human resources for the project are provided by the university and shared by the Staff Development Center (SDC). The administrative and non-academic staff involved include the Program Manager, Technical Officer, and Works-Aide.
The NASDC has been equipped through the ENACT Project with the following resources: - Laptops (Dell)
- High-quality digital camera with accessories
- Multimedia projector
- Web cameras
- Multifunctional printer with stand
- Laser pointer
Performance Monitoring and Evaluation
The NASDC shall implement mechanisms to measure the impact of its programs, including:
- Feedback from participants and trainers.
- Pre- and post-training assessments.
- Review of annual performance/appraisals of employees.
